III. There are many possible solutions to this problem. The possible solutions are: (Two articles must be attached and annotated bibliography)
A) Reform the 14th Amendment: By altering the 14th amendment so that it specifically states that only the children of legal U.S. citizens become U.S. citizens. This would be a good way to solve the problem because it addresses only the problem and does not affect other people. It is a simple and clear change to the amendment

B) Repeal the 14th Amendment: Removing the 14th amendment completely so that the United States does not have birthright citizenship. This would solve the problem of illegal citizens children becoming citizens. However this could create a problem regarding how people should gain citizenship if their parents are legal citizens. It would require additional paperwork, and, potentially, legal problems


IV. The solution I (we) propose is: (This section will become your proposed legislation. Be sure to include what agency will implement your law, proposed cost if any and effective date)
Reform Section 1 of the 14th Amendment of the U.S. Constitution to state that "All persons born to legal United States citizens or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside." This will be enforced by the Department of Homeland Security beginning June 1, 2011.


V. I (we) think this solution will work because: (You must use factual information to prove your solution will work)
This amendment would strongly deter illegal immigrants who come to the United States to give birth because they would no longer have birthright citizenship. Illegal citizens would no longer be able to claim that they should stay in the U.S. because their children are legal citizens, and it would make the deportation process much simpler. Eight percent of the births in the U.S. are to illegal immigrants; this is a ridiculous amount and will be greatly decreased with this proposed reform of the 14th Amendment. Not only will we as U.S. taxpayers not have to pay for these children, we also do not have to pay for illegal parents who come to the U.S. so that their children are legal.
